The flag consists of a defaced British Blue Ensign with the state badge in the fly, The badge, based on the NSW coat of arms, features the Cross of St George on a white disk in the fly. It was designed by Captain Francis Hickson, a retired Royal Navy officer and the colonial architect James Barnet. No meaning for the design was given but it is speculated to be a simplified version of the semi-official arms of NSW at the time.Â
